А пометка про отскок от своей ноги только если рука выше плеча. Если рука увеличивает площадь тела, то в любом случае нарушение.

Так же там написано, что

It is natural for a player to put their arm between the body and the ground for support when falling down, but extending their arms to make the body bigger (larger barrier) is not natural.

Так что как по мне - все же чистый пеналь, а Левников сам эти правила новые плохо прочитал.
